自民党平泉委員会の提言については、まず以下に全文を掲げる。

　昭和56年7月6日
　国際放送・通信政策に関する提言
　自由民主党政務調査会国際交流特別委員会

　本委員会は，半年間にわたり，日本の国際放送．通信体制に関し，審議を重ねて参りましたが，現状が極めて憂慮すべきであるとの委員会の一致した認識に基き，次の通り報告および提言を行うものであります。

（１）国際放送・通信体制の現状
　　日本は情報の輸入超過国である。

• １日に７０万語のニュースを輸入し、２万５０００語しか輸出していない。
• 国際放送の実施時間も日本は週２５９時間に対し，米８１６時間・ソ連２０２０時間・英国７１６時間と格段の差がある。

（２）指摘された問題点
　　世界の現状は，超大国，限られた先進国による情報の寡占状態であり，国際社会において日本は極めて憂慮すべき状況にあることが，関係者各位により，異口同音に指摘された。

（３）なされた提言
Ａ．日本の立場，考え方を海外に周知徹底させるための海外広報戦略を確立し，それに基いて各般の抜本的な施策を推進すべきである。
Ｂ．国際放送の拡充・強化
　現行のＮＨＫによる実施には制度上の問題があり，飛躍的拡大は困難である。また，放送衛星の実用化に備えて今からソフト面の充実をはかるべきである。
Ｃ．国際通信社の機能を強化すべきである。
　共同通信・時事通信をはじめ，一部有力新聞社よりも努力は重ねているが，海外マスコミに対し，より一層の発信機能の強化が望ましい。

（４）結語
　　１）外務・郵政両省において，本件に関する基本的政策を確立すべきである。
　　２）当面必要な経費を調査費として57年度予算に計上すべきである。

Here is the full text of the proposal by LDP's Hiraizumi Commission.

July 6th 1981
Proposal on International Broadcasting and Telecommunication
Special Committee on International Exchange
in Liberal Democratic Party's Policy Research Council

This committee has discussed on issues of international broadcasting and telecommunication for a half year, reached a consensus that the current situation is extremely serious and hope to submit the following report and proposal.

(1) Current situation of international broadcasting and telecommunication
Japan is a country with unfavorable balance of information trade.

- It imports 700,000 words of news and exports 25,000 words everyday.
- International broadcasting by Japan is only 259 hours/week while that of USA is 816 hours/week, that of USSR is 2020 hours/week and that of UK is 716 hours/week.

(2) Problem
This committee heard the following voice with unison by everybody with concerns.
They said current situation of the world was an oligopoly by very limited developed countries with super power and Japan was in an extremely serious situation.

(3) Proposal
A. Should establish a external PR strategy to inform Japanese position and ideas to international society and design drastic policies based on it.
B. Should expand and strengthen international broadcasting
Current one by NHK is facing a systematic difficulties and it is difficult to expand it explosively. And should prepare for the coming age of satelite broadcasting.
C. Should strengthen the function as international news agency
Japanese news agencies like Kyodo Press and Jiji Press are making enourmous effort comparing to the major Japanese newspapers. However, a lot stronger function to send messages abroad is needed.

(4) Conclusion
1) Both Ministry of Foreign Affairs and Ministry of Postal Office should work on the fundamental policies on this issue.
2) The budget of 1982 should include the impromptu reseach cost on this issue.
