人間の認知過程は、可能な限り最小の労力で可能な限り最大の認知効果を達成するような仕組みになっているということを論じる。これを達成するために各個人は入手可能な最も関連性のあると思われる情報に注意を集中しなければならない。伝達するということは、ある個人の注意を喚起することである。よって、伝達される情報が関連性のあるものであるということを含意することになる。

Human cognition process, we argue, are geared to achieving the greatest possible cognitive effect for the smallest possible processing effort. To achieve this, individuals must focus their attention on what seems to them to be the most relevant information available. To communicate is to claim an individual's attention: hence to communicate is to imply that the information communicated is relevant.
